The City of Hutchins, Texas is soliciting proposals for professional consulting services to assist with developing a Parks, Recreation, and Special Events Master Plan. The proposal can be found below.

Proposal Submission: Proposals must be submitted no later than 5 PM March 16, 2026. Proposals clearly marked “Proposal for Parks, Recreation, and Special Events Master Plan” shall be submitted electronically through the City’s Bonfire E-Procurement Portal and eight (8) hard copies shall also be delivered to 400 N. JJ Lemmon Rd, Hutchins, Texas 75141.

LATE PROPOSALS WILL BE REJECTED. There will not be a public opening for this proposal.

Objective: The City of Hutchins, Dallas County, Texas is soliciting proposals from qualified firms to assist with developing a Parks, Recreation, and Special Events Master Plan. Key components of the project include, but are not limited to, the following: meet with City staff and officials to understand issues and goals; ensure a system-wide approach to develop goals, policies, and guidelines and prioritize strategies based on current and future funding scenarios; and use the information gathered to draft a Parks, Recreation, and Special Events Master Plan that is approved by the City Council.

Selection Process: The City Staff will review proposals and the top ranked applicants will interview with the City Council for final selection.

Rejection of Proposals: The City of Hutchins reserves the right to reject any and all of the responses received as a result of this RFP. The City does not intend to award a contract solely based on responses to this RFP.
